Only users with the Content or Site Administrator roles can add or edit directories and sub-directories in the Display Libraries.

You can add a directory under the library root directory or its subdirectories.
To add a directory, follow these steps:
When you delete a directory in an Display Library, Content Manager moves any files in that directory to the unassigned directory for that Library.

Note: This behavior differs slightly from Menus & Pages, where you cannot delete a directory node (menu) if it has pages associated with it. You must first move or delete those pages before you will be allowed to delete the menu node.
